What Is SharePoint Audience Targeting?

Plan Your Audiences Before Enabling Targeting

Your departments can provide a practical starting point. HR, finance, sales, operations, and IT employees often use different policies, tools, documents, and updates. Location-based groups also make sense when employees need regional announcements, office details, local benefits, or country-specific procedures. 

You may also need separate audiences for managers, new employees, frontline workers, or project teams. However, you should only create these groups when they have clear and recurring content needs. 

Avoid creating an audience for every small content variation. Too many narrowly defined groups will increase your administrative workload and make publishing more difficult. Instead, focus on stable groups that you can manage consistently.

We have seen audience targeting work more reliably when HR maintains department and employment-related groups while IT manages security groups. How to Enable Audience Targeting for SharePoint Pages and News

SharePoint stores modern pages and news posts in the Site Pages library. You must enable audience targeting for this library before you can assign audiences to individual pages or news posts.

Follow these steps:

  1. Open the relevant SharePoint site.
  2. Select Settings and then Site contents.
  3. Find the Site Pages library.
  4. Select the three dots next to the library and open Settings.
  5. Select Audience targeting settings.
  6. Check Enable audience targeting and select OK.

After you enable the feature, return to the Site Pages library. You should now see an Audience column.

To target a page or news post, select the item and open its details or properties. Enter the relevant Microsoft 365 groups or security groups in the Audience field. Then save your changes and publish or republish the page.

Do not skip the republishing step. Your audience settings may not take effect on existing content until you republish it.

If you want targeted news to appear through a News web part, edit the page that contains the web part. Open the News web part settings and turn on Enable audience targeting. SharePoint can then prioritize relevant posts for members of the groups you selected. 

How to Enable Audience Targeting for SharePoint Navigation

Navigation targeting helps you show employees the menu links that relate to their work. You can use it for supported site, hub, and footer navigation.

A site owner must enable audience targeting before other site editors can assign audiences to navigation links. To configure it:

  1. Open your SharePoint site and select Edit beside the navigation menu.
  2. Turn Site navigation audience targeting on.
  3. Select the navigation link you want to target.
  4. Add the relevant groups in the Audience field.
  5. Save your navigation changes.

Once you enable the feature, your site editors can target individual links without creating a separate navigation menu for every department.

From our experience, navigation becomes easier to use when finance teams see expense tools and financial procedures while HR teams see recruitment resources. Your employees still use the same intranet, but the menu presents the resources most relevant to their work. 

Keep essential company-wide links visible to everyone. Your employee directory, IT support portal, main policy center, and other shared resources should remain easy to find. Use targeting for specialized links rather than hiding core navigation. 

How to Target Quick Links to Specific Audiences

You may use the Quick Links web part to provide shortcuts to applications, forms, departmental sites, and frequently used documents. With audience targeting, you can make these shortcuts more relevant without creating separate homepages for every team. 

First, edit the page and select the Quick Links web part. Open its properties, find the Filter section, and switch Enable audience targeting to On. Next, edit each link and assign the appropriate audience. 

You do not need to target every Quick Link. Keep organization-wide resources available to everyone and apply targeting only when a link serves a specific group. 

We have found that Quick Links work best when shared resources, such as the IT help desk, employee directory, and policy center, remain available to everyone. Role-specific links can then direct managers to performance review tools and sales teams to their sales resources without crowding the page for other employees. 

If you recently created or updated an audience group, SharePoint may need some time to apply the membership changes. Allow the group information to update before you change your targeting configuration again. 

How to Personalize Documents and Highlighted Content

You can also use audience targeting to promote relevant documents through the Highlighted Content web part. This option works well for department procedures, role-based resources, templates, and frequently updated files. 

Start by opening Site contents and selecting the document library that contains your files. Open the library settings, select Audience targeting settings, and enable the feature. After that, assign the appropriate audience groups through each file’s properties. 

Next, edit the page that contains the Highlighted Content web part. Open the web part settings and turn on Enable audience targeting. SharePoint can then prioritize documents based on each employee’s group membership. 

You can assign more than one audience to the same file when it applies to several departments or teams. However, you must still configure permissions separately when a document contains restricted information. 

Audience targeting decides who sees the document promoted on a page. Permissions decide who can actually open it. 

Test the Personalized Experience Before Launch

You should not launch your personalized SharePoint intranet without testing how it appears to different employees. Content editors can often see all items while working in edit mode, so your own view may not reflect the experience of a regular user. 

Test the intranet with accounts that belong to different target groups. Check whether each account sees the correct navigation links, news posts, Quick Links, events, and highlighted documents. 

You should also test an account that does not belong to any targeted group. That employee should still see essential company information and have a clear way to move through the intranet. 

Next, test employees who belong to several audiences. Their pages may become crowded if every department, location, and project team targets content to them. Only prioritize information that helps them complete a task, respond to an update, or make a decision. 

Finally, test your permissions for sensitive pages and documents. Open direct links through different accounts and confirm that only authorized employees can access the content. If information must remain confidential, configure its permissions at the appropriate site, library, folder, or item level. 

Common Audience Targeting Mistakes to Avoid

One of the most common mistakes is treating audience targeting as a security feature. Hiding a link or page from an employee’s usual view does not remove their permission to access it. 

Another mistake is targeting too much content. If every news post, link, and document carries an audience setting, your editors will have more work and your employees may still see crowded pages. Target content only when relevance changes meaningfully between groups. 

You should also avoid using outdated or poorly maintained groups. Audience targeting depends on group membership, so inaccurate groups create an inaccurate experience. 

Finally, do not remove all shared content from the homepage. Personalization should help employees find relevant information without making the intranet feel disconnected. Maintain a common foundation of company news, essential links, and shared policies, then add targeted content around it. 

Maintain SharePoint Intranet Personalization Over Time

Your audience structure will need regular attention because employee roles, locations, project assignments, and content priorities change. 

Assign an owner to each audience group and include targeted content in your normal review process. Check whether your news posts remain current, navigation links still serve the selected groups, and documents have active owners. 

You should also review intranet usage and employee feedback. Low engagement may indicate that the content does not meet the audience’s needs, the target group contains the wrong members, or too many items compete for attention. 

Instead of immediately adding more content, review your existing audience rules first. A smaller number of well-targeted resources often provides a better employee experience than a homepage filled with additional information.
